MOSCOW / KYIV — In a dramatic convergence of high-stakes diplomacy and contested European airspace, a U.S. Air Force Boeing C-32A carrying special envoys Steve Witkoff and Jared Kushner touched down at Moscow’s Vnukovo International Airport on Saturday midday. The VIP military aircraft, bearing tail number 98-0002 and operating under the Special Air Mission call sign SAM934, completed a long-haul trans-Atlantic routing from Miami with a tactical stopover in Helsinki, Finland, before crossing into Russian airspace over the Gulf of Finland.
The delegation’s arrival in Russia marks the first leg of a critical diplomatic mission backed by Washington. Following scheduled talks with Russian President Vladimir Putin in Moscow, the envoys intend to fly directly into Kyiv on Sunday to meet Ukrainian President Volodymyr Zelensky. If completed, the flight would represent the first direct diplomatic arrival by air into Ukrainian airspace since its total closure to civilian and commercial traffic at the onset of Russia’s full-scale invasion in February 2022.
A High-Risk Operational Corridor
Operating military VIP transports like the Boeing C-32A, a military variant of the commercial Boeing 757-200 regularly utilized by the U.S. Vice President and Secretary of State, into active war zones presents complex aviation logistics.
To facilitate the envoys’ transit, the Kremlin announced on Saturday that President Putin ordered a three-day unilateral cessation of strikes on the Ukrainian capital, effective from midnight. According to Kremlin spokesman Dmitry Peskov, the temporary stand-down was implemented specifically to guarantee safe conditions for contacts with the American delegation.
Pre-Flight Strikes Target Kyiv Aviation Hubs
Despite the announced ceasefire, the aviation logistics for the Kyiv leg of the mission were thrown into sharp jeopardy on Saturday morning. Ukrainian President Volodymyr Zelensky reported that Russian forces launched targeted drone and missile strikes against major aviation infrastructure in Kyiv and the nearby Boryspil International Airport.
According to Ukrainian officials, the precision strikes specifically targeted runway and airport operational infrastructure in response to discussions regarding the U.S. delegation landing directly in the capital by air.
- Boryspil International Airport (KBP): Primary international gateway near the capital, unoperational for commercial traffic since February 2022.
- Kyiv Zhuliany Airport (IEV): Secondary city airport, similarly impacted by ongoing war-zone air defence protocols.
Despite the localized strike damage and surrounding security risks, authorities in Kyiv confirmed they are continuing operational assessments to allow the U.S. Air Force Boeing C-32A to land at either Kyiv or Boryspil on Sunday, provided strict flight safety corridors and deconfliction protocols can be guaranteed.
