A Pennsylvania family says toilet paper and pieces of plastic that fell across their neighborhood early Monday were dumped by an aircraft, and the Federal Aviation Administration is investigating.
The debris rained down at 6:30 a.m., hitting several properties in West Pittston, Pa. Torn wads of tissue and shredded pieces of plastic bags covered roofs, lawns and trees.
